The Gender Policy Council and mainstreaming in the United States

Abstract:
On October 22, 2021, the Biden–Harris Administration released the “first-ever national gender strategy to advance the full participation of women and girls – in the United States and around the world.” The National Strategy for Gender Equality states that implementation “will require the leadership of every White House and executive agency,” and it established the White House Gender Policy Council (GPC). However, this spotlight reveals that the GPC's closed structure, lack of connection to women's movements, and biases towards advantaged women have limited its ability to implement an effective approach to gender mainstreaming in the United States.
