Abstract:
While research on gender mainstreaming at the local level is comparatively limited, local governments face a complex task in its implementation. Gender inequalities are evident in the full spectrum of municipal functions, from road intersections to the effects of climate change on the urban poor and single-headed households. As in other levels of government, gender mainstreaming strategies include the creation of gender equality boards and departments, gender analysis tools such as equality budgets and impact assessments. This spotlight presents good practices when local specificity and complexity are embraced, rather than suppressed.
