The rapid diffusion of gender mainstreaming

Abstract: The global diffusion of gender mainstreaming as a policy instrument and state institution has been remarkable. Since the 1995 Beijing Platform for Action, with few exceptions, countries have established mainstreaming institutions and policies vertically in national and local governments. Gender mainstreaming has also been applied horizontally to different policy areas, including social services, economic development and trade, public and external security, public health, justice, and the environment. This exceptional spread of gender mainstreaming represents the potential to transform business-as-usual politics and policymaking to deliver gender-responsive outcomes that practically address both gender inequalities and gender inclusion. In this spotlight, we examine the patterns of gender mainstreaming diffusion across various policy areas and different government levels, from international and national to subnational policy jurisdictions.
