Exogenous shocks in the Kenyan cut roses industry: developments in the value chain

Abstract: The presence of shocks in global value chains has been a major issue since the COVID-19 pandemic. The cut rose is an example of the international commodity chains between sub-Saharan Africa and Europe, which face major challenges due to their short shelf life and cold chain requirements. This study analyses how the Kenyan rose industry responds to such exogenous shocks. To this end, an empirical study was conducted in Kenya in spring 2022. It comprised qualitative interviews (N=32) around Lake Naivasha and Nairobi. The results highlight areas in the industry that are vulnerable to shocks, distinguishing four dimensions of shocks: environmental, geopolitical, economic and technological. In addition, the effects of product, process and civil society shocks are analysed. The results point to different effects, such as the pandemic, which opened new supply routes by sea, or rising energy prices, which led to an expansion of solar energy in the region.
