Abstract:
Industrial activities in the Arctic are directly impacted by climate change, and the end of the fossil fuel era is in sight. The hydrocarbon-based Arctic economy's dependence on foreign markets and investments has been exposed. But such tendencies have not led to a rethinking of the role of the Arctic in Russia's economic future. Official scenarios see Russia playing a key role in world energy supplies, even in a climate-constrained world. Fundamental shifts in Russian policies are only likely to occur if there is protracted lower global demand for oil and an indisputable downward trend in energy prices, drying up investment in Russian projects. How quickly and significantly the conditions underpinning the Russian fuel-based economy will change depends not only on the speed of climate warming, but also on market forces, technological development and political resolve in the rest of the world.
