Abstract:
Although subnational governments are essential for climate change response, their role has received less attention than it merits from academics and practitioners. It is particularly surprising that many intergovernmental systems neglect the promising subnational government role in contributing to climate change policy design and implementation. This introductory chapter summarizes fundamental global climate change issues and the types of actions commonly recommended to deal with them. This is followed by a concise overview of decentralization basics. Since the degree and structure of decentralization are so globally diverse, the subnational government role must be appropriately adapted to the situation in each country. The chapter also considers the intersection of decentralization and climate action, highlighting opportunities for subnational initiatives and partnerships as well as recognizing challenges that might arise in planning, designing, and implementing subnational climate policies. Finally, the chapter outlines the structure and content of the rest of the volume.
