Building subnational resilience in Nepal

Abstract:
Nepal is among the countries most vulnerable to climate change due to its fragile topography, climate-sensitive livelihoods, and the limited adaptive capacity of its people. Nepal risks losing 2.2% of annual GDP due to climate change by 2050. This chapter outlines legal, institutional, and financing frameworks for subnational climate actions in Nepal. It highlights inadequate subnational government institutional capacity, including operational inefficiencies in the absence of fully digitalized systems and procedures; ineffective coordination among government tiers and other stakeholders; and inadequate resources, data, knowledge, and capacity development support as key challenges in building local resilience. The 2015 Nepal Constitution and the 2019 Environment Protection Act assign roles and responsibilities to different government tiers, but ambiguities remain, causing delays in program and project implementation and reducing overall development effectiveness. The chapter emphasizes the importance of clarity on functional responsibilities among government tiers, particularly on concurrent functions or shared responsibilities.
