Managing administrative decentralization for subnational climate action

Abstract: International and country efforts to address global climate change challenges are on the rise and evolving. Despite the need for action by all levels of government, public sector measures to counter climate change and to improve decentralization and intergovernmental relations tend to be designed and managed separately. This chapter reviews climate action at the subnational government level through administrative decentralization and intergovernmental task sharing, with particular attention to regulation, operational functions, information and analytics, and collaborative governance. Although the Paris Agreement acknowledges the climate change-decentralization connection, the appropriate mix of subnational responsibilities and actions will vary because climate change needs and feasible responses, as well as the nature and degree of decentralization and intergovernmental relations, differ across countries. This diversity makes generalization difficult, but the chapter highlights factors that should be considered in making decisions about subnational climate change responsibilities and policies.
