Abstract:
This chapter examines the intersection of fiscal decentralization and climate change in Latin America and the Caribbean (LAC), focusing on the roles, challenges, and potential actions for subnational governments (SNGs). It explores the evolving landscape of subnational climate initiatives, reviews current practices, and identifies key challenges faced by SNGs in both mitigating and adapting to climate change. In addition, this research underscores the necessity for enhanced intergovernmental coordination to align national climate objectives with subnational efforts effectively. The chapter proposes strategic actions to bolster subnational governance capacities, including strengthening intergovernmental coordination frameworks, promoting climate-resilient public investments, implementing subnational environmental taxes, and improving transparency in subnational climate finance, among others. The chapter emphasizes the importance of these strategic actions in aligning subnational efforts with national climate strategies and commitments.
