Leveraging decentralization for climate action in Africa

Abstract:
This chapter argues that African governments should prioritize the resilience of local communities against droughts and floods in their development planning and calls for stronger coordination between national and subnational governments to promote climate-smart policies and investments targeting critical infrastructure, social safety nets, and air quality. It concludes that by better understanding the exposure of local communities to climate risks, reducing the resilient infrastructure gap, and greening public spending, national and subnational efforts can be aligned to bolster rural resilience and urban sustainability. The chapter is organized into four sections: (1) a review of the impact of climate change on a rapidly urbanizing continent, (2) a review of decentralization trends across the continent in the context of climate action, (3) a focus on the urgency of action to create sustainable cities, and (4) a proposal for strategic priorities to consider in leveraging decentralization for climate action.
