The role of decentralized governance in climate change action in East Asia

Abstract: This chapter provides a detailed overview of the importance of decentralized governance in climate change action in selected countries within the East Asia Pacific Region. It uses case studies of five major economies within the region that vary significantly along the dimension of decentralization as well as climate change risks. These countries are China, Indonesia, Malaysia, the Philippines, and Vietnam. The chapter provides an analysis of decentralization and climate change action along two major dimensions: fiscal and administrative. Three findings stand out. First, administratively, subnational governments often do not have clear mandates for climate change adaptation action. Second, fiscal instruments, such as intergovernmental transfers, are underutilized to incentivize environmental action at the subnational level. Finally, there is a lack of a holistic policy on climate change mitigation tools that synchronizes central and subnational fiscal instruments.
