Abstract:
Brazil's climate change policy progress, particularly since the enactment of the National Climate Change Policy (Política Nacional sobre Mudança do Clima, PNMC), has fostered subnational engagement in climate-related public policies. Despite advances, coordination challenges emerged between federal and subnational governments, leading at times to disparate climate action approaches. This chapter draws from the World Bank Climate Change Development Report (CCDR) for Brazil. It provides an overview of the national legal framework and subnational government roles in climate change initiatives, detailing federal support instruments, subnational contributions to mitigation and adaptation, lessons learned, achievements, ongoing challenges, and future outlooks.
