 Doing Housing First: perspectives and experiences of social workers and new tenants from pilot projects in Northern Bavaria (Germany)Anna Xymena Tissot, Frank Sowa and Nora Sellner Chapter 12 in Homelessness in Affluent Societies, 2026, pp 204-217 from Edward Elgar Publishing Abstract: In Germany, responses to homelessness usually combine shelter with social support. Typically, individuals first receive temporary accommodation and assistance, followed later by various forms of assisted living. Housing First, by contrast, offers permanent housing with a personal lease as the initial step in the support process. This chapter draws on research from several Housing First pilot projects in Northern Bavaria to examine how this approach affects the two central groups involved: social workers and new tenants. It explores how social work support is understood, experienced, and put into practice within this new framework. The findings show that implementing Housing First opens up diverse possibilities and courses of action for both groups. At the same time, it requires continuous negotiation over which services and forms of support can be offered, accepted, or declined, and over how the relationship between social workers and tenants is collaboratively shaped and carried out.
