 Variegated strategies to cope with homelessness and precarious housing in Santiago de Chile: the relevance of gender in housing pathways and political participationMauricio Lara Martínez Chapter 4 in Homelessness in Affluent Societies, 2026, pp 64-80 from Edward Elgar Publishing Abstract: This chapter examines homelessness and precarious housing in central Santiago de Chile, focusing on the role of gender in shaping housing trajectories and political participation in housing struggles. The analysis draws on ethnographic research conducted with two groups: a men's shelter and a local civil society organization advocating for housing. It argues that, at a structural level, neoliberal housing policies have contributed to acute housing emergencies. While some individuals access institutional services or end up on the streets, others remain in precarious or dependency-based housing arrangements. In response, public and private institutions have constructed and isolated the figure of the ‘homeless person’, reinforcing extreme precarity for those who fall within this narrowly defined category. Ultimately, individuals navigate these housing regimes according to gendered identifications and relations. Activism and resistance by female-identified organizations remain further constrained by male dominance within families and local urban contexts.
