 Shelter from the storm: exploring the role of third-sector organizations in addressing migrant homelessness in ItalySenyo Dotsey Chapter 6 in Homelessness in Affluent Societies, 2026, pp 96-112 from Edward Elgar Publishing Abstract: This chapter examines migrant homelessness in Italy, focusing on the role of third-sector organizations (TSOs) in responding to this issue. Migrants – among the poorest and most vulnerable groups in high-income countries – face heightened risks of homelessness due to structural, institutional, and individual factors. Italy's housing policies for (forced) migrants remain inadequate, relying heavily on temporary emergency measures and lacking post-reception housing pathways, thereby reinforcing precarity. Using Patronato San Vincenzo (PSV), a Catholic-led TSO in Bergamo, as a case study, the chapter analyses how such organizations provide essential shelter and operate as crucial first points of contact for diverse migrant groups. PSV's attempts to integrate homeless migrants into local housing systems reveal the significant gaps in state provisions and the compensatory function of TSOs. Overall, the study shows how fragmented, emergency-driven support structures shape migrants’ housing trajectories within Italy's socio-political landscape.
