Abstract: Governments have generally been less engaged in advancing communication networks than was the case for other issues in this book. That said, they played an important role in laying ocean telegraph cables, facilitating ship-to-ship radio transmission, developing Internet networks, and facilitating uniform standards for telecommunications generally. The great powers, leading the most technologically advanced societies, tended to play an outsized role. On the other hand, private firms, inventors, and research institutes were especially active in developing and disseminating communication technology and networks.
