New York City’s Gig Driver Pay Standard: Effects on Drivers, Passengers, and the Companies

Dmitiri Koustas, James Parrott and Michael Reich

Chapter Chapter 15 in The Unexpected Economics of Minimum Wages, 2025, pp 450-472 from Edward Elgar Publishing

Abstract: This report draws from de-identified data on app-based trips and drivers in New York City, obtained by the authors through a data-sharing agreement with the New York City Taxi and Limousine Commission (TLC), and with support from the Alfred P. Sloan Foundation’s New York City Program. We are grateful to the TLC for its cooperation and the Sloan Foundation for its generous support. The TLC has reviewed an advance draft to ensure the protection of confidentiality. Thanks go to Bruce Cory for editorial assistance and to Ana Holschuh for designing the cover. We are grateful to former TLC Commissioner Meera Joshi for her comments. The results in the paper reflect independent analysis by the authors, who alone are responsible for its contents.
