Abstract:
This chapter examines the current state of evaluation institutionalization in Saudi Arabia. It analyzes the political, social, and economic factors influencing evaluation practices, traces the historical development of evaluation in the country, assesses institutional structures and processes related to evaluation, explores societal dissemination and acceptance of evaluations, and investigates the professionalization of the evaluation field in Saudi Arabia. The chapter shows that Saudi Arabia has made significant strides in establishing legal frameworks, organizational structures, and capacity-building initiatives for evaluation, particularly in the context of its Saudi Vision 2030 reform agenda. However, challenges persist regarding coordination, data quality, and the effective utilization of evaluation findings. Strengthening the demand for evaluations, promoting a culture of evidence-based decision-making, and enhancing stakeholder engagement are critical areas for further development to fully realize the potential of evaluation in driving good governance and sustainable development in Saudi Arabia.
