Abstract: This chapter analyzes the institutionalization of evaluation in Kuwait. It examines Kuwait's political, socio-demographic, and economic context and traces the historical evolution of evaluation practices. The chapter explores the legal and institutional frameworks for evaluation, the role of critical actors and stakeholders, and the challenges and prospects of developing a culture of evaluation. The chapter highlights the achievements, challenges, and lessons learned from Kuwait's experience with institutionalizing evaluation. It situates it within the broader context of good governance, sustainable development, and evaluation capacity development. The analysis shows that while Kuwait has made some progress in establishing legal and institutional frameworks for evaluation, significant challenges persist, such as a limited demand and use of evaluation results, weak institutional capacity and coordination, and limited engagement of civil society and citizens. Addressing these challenges requires sustained efforts and investments in building evaluation capacities, promoting evaluation literacy and demand, and fostering a culture of learning, transparency, and accountability.
