Abstract: This chapter examines the institutionalization of evaluation in the Kingdom of Bahrain. It provides an overview of Bahrain's political, social, and economic context and traces the historical development of evaluation in the country. The chapter analyzes the institutional structures and processes related to evaluation, including the legal framework, national evaluation systems, and organizational arrangements within the government and civil society. It explores the societal dissemination and acceptance of evaluations, public discourse, stakeholder participation, and demand for evaluations. The chapter also assesses the professionalization of the evaluation field in Bahrain through academic programs, research outputs, professional networks, and evaluation standards. The findings highlight the progress made in establishing evaluation structures and processes, particularly in public sector reform and performance management. However, challenges still need to be resolved in terms of the limited scope and utilization of evaluations, the need for capacity development, and the need for a robust evaluation culture. The chapter identifies opportunities for further strengthening the enabling environment for evaluation, promoting evidence-based decision-making, and fostering learning and accountability in Bahrain.
