Abstract: The book examines the operation of international human rights law in contexts where effective public authority is exercised by non-universally recognised states and state-like entities. It also explores the human rights accountability of such actors and entities. Although international human rights law is premised on the protection of individuals, its normative and institutional architecture remains predominantly state-centric, assigning primary obligations and enforcement responsibilities to states. The book therefore interrogates the implications of this framework for populations living in such territories.
