Abstract: This chapter examines Somaliland, a self-governing entity within the internationally recognised borders of Somalia that is often described as the world's largest unrecognised state by territory. Although it lacks formal recognition from most states, Somaliland has developed informal diplomatic relations with several countries and is widely viewed as the most stable and democratically functioning polity in the Somali region. The chapter highlights that sustaining this reputation is essential for Somaliland's prospects of eventual state recognition. Central to this process is the entity's ability to respect, protect, and promote human rights within its jurisdiction. Accordingly, the chapter analyses the legal and institutional framework governing human rights in Somaliland, with particular emphasis on the mandate, role, and effectiveness of the Somaliland National Human Rights Commission as the primary body responsible for human rights protection and promotion.
