Abstract: This chapter explores the co-evolution of industrial policies and ecosystem development in China's new energy vehicle (NEV) sector, tracing a shift from strategic state intervention to adaptive ecosystem-type governance. The developmental state type of governments at the regional level, coupled with central–regional collaboration, has fostered NEV subdivision industrial clusters, including manufacturing, electrification (batteries), digitalisation (intelligent and connected vehicles), and infrastructure (charging). It also highlights the policy adaptability on technology progress, market entry, demand, and infrastructure development. The study offers insights for global policymakers aiming to boost sustainable industrial competitiveness.
