Digital mobility platform product diversification strategies: becoming MaaS operators

Abstract: Digitalisation has revolutionised all sectors, including transportation. Platform-based shared mobility operators have become key players in today's transportation ecosystem. However, these digital mobility platforms are in a positive regulatory void. They are not powerful enough to be considered gatekeepers and neither are they subject to the data-sharing requirements for public transit operators. They are also in a positive strategic position. They benefit from the network effects of two-sided platforms but do not bear the costs of the physical assets of traditional transport operators. A comparison of two leading shared mobility actors reveals that both adopted a product diversification strategy to be multimodal operators before becoming more complete Mobility-as-a-Service (MaaS) providers. This trend poses challenges in defining relevant markets and demands regulatory expertise in both digital platforms and transportation. A practical recommendation would be to create a favourable ground and get inspiration from the regulatory practices of other network industries when MaaS operators become more experienced.
