Embracing complexity: approaching the evolution of urban air operations as a new urban system from a policy perspective

Abstract: The parallel emergence of new technologies in the aviation domain and in digital industries has created the possibility for integrating aircraft in urban airspaces. While urban air operations have significant potential to exploit new efficiencies, deploying them in an uncertain legal and technological environment is a highly complex task. The question arises how this complexity and the uncertainties involved may be addressed in policy development. In response, this chapter conceptualises urban air operations as a self-standing urban system and also a data management system. The most important aspects of policy development for urban air operations are introduced. In conclusion, it is suggested that the challenges involved may be overcome by a needs-based, interdisciplinary, structured approach.
