Unlocking value with digitalisation: exploring the convergence of land and sea transport in RoPax shipping

Chapter 12 in Challenges in Transport Regulation in Europe and Beyond, 2025, pp 231-254 from Edward Elgar Publishing

Abstract: This chapter explores digitalisation in RoPax shipping, which combines wheeled cargo and passenger transport, focusing on optimising flows and experiences. Integral to EU transport policy, RoPax shipping enhances intermodal connectivity between road and sea. By analysing digital solutions in northern European ports – including gate automation, just-in-time truck arrival, and passenger journey planners – the chapter highlights value creation and co-creation in the RoPax ecosystem. Digitalisation improves efficiency and sustainability but introduces complexities due to the dual nature of operations. Cruiseferry operators play a key role in co-creating value with port authorities, municipalities and transport operators, though asymmetries remain, particularly for end users like passengers and cargo owners. The chapter concludes by addressing the challenges of balancing the needs of cargo and passengers while enhancing intermodal connectivity through digitalisation.
