Abstract:
The need for greater sustainability is increasingly central to EU and Italian policies, especially for decarbonising the transport sector. Achieving this requires an energy transition supported by appropriate financial measures. However, this demands innovative appraisal tools for better decision-making. Appraisals of interventions in the transport system have long centred on traditional cost-benefit analyses. This approach aims to evaluate the effects of decisions on investments from a welfare economics point of view. It has several limitations for a comprehensive evaluation of economic, social and environmental impacts beyond their monetary evaluation. Several countries around the world are rethinking their policy aims and appraisal methods that encompass various perspectives. This chapter evaluates the suitability of a broader range of techniques for assessing transport sector decisions and investments. By analysing existing literature and the regulatory framework, it compares official methods with expanded research approaches, highlighting key weaknesses and suggesting ways to enhance appraisal capabilities.
