Abstract:
This chapter is the introduction to the book. It places the study and its contributions in the context of the literature of welfare policy, state theory, and the political economy of Latin America. It provides the theoretical framework I have used as scaffolding for this work, describes alternative explanations for the social policy expansion in Latin America, and lays out the present study's theoretical proposal. The chapter also includes a discussion on the different meanings and connotations of the term universalism. Lastly, this introductory chapter describes in detail the research methodology and data.
