Financialization, housing shortage and lack of affordability: multiple challenges for the Ghanaian housing market

Abstract:
Structural changes in emerging economies, leading to increased urbanization and uneven economic development, pose challenges for housing markets in emerging economies. The situation in Ghana exemplifies these developments. Housing shortages in urban areas are not only accompanied by inadequate living conditions (e.g. overcrowding, lack of sanitation and waste disposal services) but are also reinforced by a sharp increase in house prices and growing financialization. While public policies focus mainly on the promotion of homeownership, access to mortgages remains unaffordable for low- and middle-income households due to high interest rates and the lack of employment documentation resulting from informal labour contracts. Consequently, the rental sector is left to private provision. Against this background, this chapter maps policies aimed at improving the situation and fostering a more affordable Ghanaian urban housing market.
