Abstract:
This chapter introduces the book's central theme: India's development of high-technology manufacturing through industrial policy. It focuses on six key industries—pharmaceuticals, computer software services, COVID-19 vaccines, wind turbine manufacturing, solar photovoltaics, and electric vehicles. The chapter provides historical context, tracing the evolution of India's industrial policy from state-led development to market liberalisation in the 1990s, followed by renewed state intervention after the 2008–09 global financial crisis. It argues that strategic government involvement remains vital for fostering innovation and competitiveness in high-tech sectors, particularly in late-industrialising economies like India. The chapter sets the stage for the rest of the book by linking broader policy themes to the industry-specific case studies that follow. It outlines the rationale for state support in high-tech manufacturing and positions the book within ongoing debates about the role of the state in economic development. In doing so, it provides a framework for understanding the dynamics of India's industrial transformation.
