Abstract:
This chapter critically examines the development and implementation of gas solidarity mechanisms within the European Union, situating them within the broader context of evolving energy security policy. It traces the shift from market liberalization and diversification efforts to a more structured approach to solidarity, particularly following geopolitical disruptions that exposed systemic vulnerabilities. Central to this analysis are Regulation (EU) 2017/1938 and Council Regulation 2022/2576, which aim to operationalize solidarity through coordinated risk assessments, emergency planning, and joint procurement initiatives. The chapter identifies both advancements and persistent challenges, including limited bilateral agreements, complex compensation frameworks, and variable national implementation. It argues that while regulatory progress has laid a foundation for enhanced cooperation, the effectiveness of EU gas solidarity ultimately revolves around consistent execution, stronger regional coordination, and integration with the Union's long-term decarbonization objectives.
