Japan–LAC relations: collaborating for global stability and prosperity

Kanako Yamaoka and Gabriel Garcia

Chapter 7 in Japan, Latin America and the Caribbean, 2026, pp 147-156 from Edward Elgar Publishing

Abstract: This concluding chapter summarizes the main issues discussed in this book and examines the evolving dynamics of Japan's foreign policy towards Latin America and the Caribbean (LAC) in the context of global geopolitical shifts. It explores Japan's strategic response to the rise of China through a soft-balancing approach, emphasizing economic alliances, trade, investment, and development cooperation. The chapter highlights Japan's efforts to reaffirm a rules-based international order and the rule of international law, particularly through hard-law mechanisms such as treaties and formal regional organizations. It also discusses the hedging position adopted by LAC countries to navigate the competition between major powers, including the United States and China. The chapter concludes by considering future challenges and opportunities for Japan–LAC relations, including geopolitical tensions, economic developments, and regional political dynamics.
