Digital euro and social credit

Chapter 6 in Designing the Digital Euro, 2026, pp 57-65 from Edward Elgar Publishing

Abstract: Since the European Central Bank (ECB) began exploring a digital euro, concerns have emerged, particularly among right-wing politicians, about its potential to enable a dystopian social credit system. This chapter critically assesses such fears, examining claims around programmable money, behaviour-based rewards, purchase restrictions, and currency expiration in light of fundamental rights and the legislative proposal. The chapter concludes that implementing a social credit system would require a fundamental overhaul of EU law.
