Occupational safety and health governance—What it is, and why it matters

Abstract: Interest in occupational health and safety management (OSH) has grown sharply in recent decades. Much of that discussion circles around one question: What should we measure to manage wisely? It is argued that traditional indicators are no longer enough. New approaches that capture what happens in OSH practice are needed. OSH practice issues could also appear visibly in financial reporting. If OSH management is not integrated into the rest of the organizational processes, it will fail. Improving the work environment and improving business operations do not have to be competing goals. Employees and other stakeholders need to see themselves as part of the same project. What is needed is a pluralistic understanding of governance, one that recognizes legitimate differences in interests while still aiming at mutual benefit. In Japan, the population is aging. To address these challenges, the Japanese government has encouraged several interesting company programs to strengthen workplace health and productivity.
