Chapter 2 in Managing Urban Green Spaces for Resilience, 2026, pp 17-45 from Edward Elgar Publishing

Abstract: Chapter 2 develops the public–private–people (3P) nexus as a governance framework that links public institutions, private actors and communities through co-creation, negotiation and shared responsibility. Moving beyond traditional public–private partnerships, the chapter conceptualises the nexus as a relational system that embeds social value, participation and learning into policy processes. It details the complementary capacities of each sector and demonstrates how the 3P nexus strengthens resilience by enhancing legitimacy, innovation and coordination in managing urban green infrastructure. Through examples of collaborative initiatives, it shows how the nexus operationalises resilience in practice, particularly in addressing complex challenges such as climate adaptation and spatial justice.
