Abstract:
This chapter examines Singapore's state-centred resilience model, characterised by institutional integration, regulatory precision and strategic coherence. Using the analytical framework from Chapter 4, it explores how ministries and statutory boards coordinate green and blue infrastructure through uniform standards, planning incentives and long-term environmental strategies. The analysis reveals a system where participation is functional yet embedded within broader programmes of education and stewardship. Triangulation highlights both alignment and tension between strategic design and lived practice. The chapter concludes that Singapore's model cultivates resilience through systemic coordination, spatial equity and continuous monitoring, forming a distinct pathway compared with Barcelona's deliberative approach.
