Assessing the desirability of a global wealth tax to fund green investments

Abstract:
In 2022 the U.N. General Assembly proclaimed in a historic resolution that everyone has a right to a clean, healthy, and sustainable environment. However, one of the most challenging issues facing governments in addressing environmental threats is how to obtain the revenues needed for ‘green’ investments that would help make this right a reality. One source that governments have recently considered seriously is the imposition of a global annual tax on the wealth of ultra-high-net-worth individuals. This chapter examines proposals for a global wealth tax to fund green investments and assesses the desirability and possible features of such a tax in light of the right to a sustainable environment as well as ‘fundamental ethical principles’ recognized in international law and world religions.
