Abstract:
Despite the climate crisis, the transition towards a carbon-free economy remains slow, as policymakers face resistance due to the perceived economic burden of climate measures. This chapter evaluates policy pathways to ensure a fair and affordable energy transition for low-income households in Europe, with some spotlight on Germany. By analysing cost structures and distributional effects within electricity production, storage, and transport, the study pinpoints key cost drivers and assesses policy instruments that can enhance both economic efficiency and public acceptance. Using structured literature review and a policy assessment framework, this chapter prioritises measures with the highest cost–benefit potential, focusing on low-income households. Findings show that targeted regulation, fairness-oriented financing, and participatory mechanisms are crucial for balancing decarbonisation with social equity. The chapter offers actionable recommendations for policymakers seeking to align climate neutrality with economic resilience.
