Conducting Energy Consumption Survey and Establishing Energy Efficiency Indicators for the Industrial and Commercial Sectors of the Philippines

Abstract: The Philippines has witnessed a significant surge in energy demand, particularly in electricity, between 1990 and 2019, primarily attributed to remarkable economic growth during that period. According to the latest EAS energy outlook updated by ERIA, it is projected that the Philippines' energy demand will expand more than threefold by 2050. In response to this growing energy demand, the Department of Energy, Philippines (PDOE), took a proactive step by enacting the 'Energy Efficiency and Conservation Act' in April 2019 to promote energy-saving practices compared to Business As Usual (BAU). However, one notable challenge is the absence of energy efficiency indicators, which could serve as benchmarks across different final sectors. Recognising this gap, PDOE reached out to ERIA with a request to develop Energy Efficiency Indicators (EEI) for the industry (factories) and commercial (buildings) sectors. ERIA subsequently engaged local consultants to conduct comprehensive energy consumption surveys within these sectors to estimate their EEIs. However, the process was prolonged due to the limited expertise and experience of the consultants, especially in data validation. Nonetheless, after rigorous efforts, ERIA has now prepared EEIs for select factories and buildings, which can serve as benchmarks for energy efficiency. ERIA anticipates that PDOE will utilise these EEIs to assess the outcomes of Energy Efficiency and Conservation (EEC) action plans in accordance with the EEC ACT.
