Abstract:
ASEAN, one of the world’s most dynamic economic regions, is experiencing a surge in energy demand. To meet this demand while reducing greenhouse gas emissions, significant expansion of the power system and major investments in renewable energy are essential. In response, the ASEAN Power Grid (APG) and multilateral power trading across it are being developed as a solution. ERIA’s previous research highlights the need for two critical functions to facilitate the APG's progress: the APG Generation and Transmission Planning function (AGTP) and the APG Transmission System Operator function (ATSO). This study examines a framework for establishing a high-level intergovernmental agreement (IGA) amongst ASEAN Member States to formalise the AGTP and ATSO functions. These functions are expected to play a crucial role in supporting and advancing multilateral power trade within the APG structure.
