The WTO from a Latin American and Caribbean perspective: Why rules still matter

Gloria Abraham Peralta

Chapter 2 in Agricultural trade at a crossroads with Latin American, Caribbean, and African perspectives for post-MC14, 2026-06-30, pp p. 145-163 from International Food Policy Research Institute (IFPRI)

Abstract: Latin America and the Caribbean (LAC) occupies a distinctive position in the global agri-food system. The region combines highly competitive agricultural exporters, systemic actors of considerable weight such as Mexico and Brazil, and small Caribbean Island economies that are structurally dependent on food imports. This internal diversity is central to understanding the continued importance of multilateral rules for the region’s economic stability (World Bank 2020; FAO 2023).
