Abstract:
Roughly three-fourths of the world’s poor live in rural areas. What role can information and communication technologies play in empowering them? This chapter explores the potential for these technologies, especially mobile phones, to stimulate agricultural and rural development through the provision of information and capacity-building opportunities.
