Abstract: Priority aims of global employment policy are increasing employment and worker mobility, improvement of the quality of jobs and working conditions, informing and consulting workers, combating poverty and social exclusion, promoting equality between men and women, and modernising social protection systems. Employment rate of The European Union was 64.1 % in 2011, in member states from 55.4% to 74.7% in Netherlands, employment rate in the same time in The Republic of Serbia was 49%. Targets for 2020 are employment rates for The European Union 75% and for The Republic of Serbia 65%. Reaching these rates is on the national institutions and their employment policies. Chapter is structured in three parts: Labour market, Employment policies in The EU and The Republic of Serbia and Institutional prerequisites of employment policy. Functioning of labour markets of some of EU countries (United Kingdom, Germany and Greece model) as well as institutions and labour market in Serbia are presented in this chapter.
