Abstract: This publication analyzes the profile of entrepreneurs and how they create high-growth businesses in 13 countries in Latin America, East Asia and southern Europe. It also offers case studies of entrepreneurship development policies and programs in the Americas and Europe. The comparative analysis of the 13 entrepreneur development systems, in combination with these case studies, makes it possible to identify a set of areas and recommendations on the basis of which governments and development agencies in Latin America and the Caribbean can act to promote business creation and spur the development of the private sector.
