Abstract:
Due to its unique nature and particular history of development the European Union is usually said to be a sui generis actor in the international arena. Its uniqueness is reflected first of all in the fact that by its character the EU is somewhere between a state and supranational organization. This particular feature has led to the second important factor – the way how the European Union acts in the international affairs. Its main strengths lie in the non-military spheres – economy, culture, values and norms. This behavior of the EU led to its close association with a term ‘soft power’. The problem is however in the definition of soft power, especially in relation to the European Union. The term coined by Nye became quite popular and catchy, and therefore widely misused. This paper will first of all discuss the concept of soft power. Second it will look at the notion of the EU actorness and how soft power can be applied to it. Finally it will briefly look at the place of soft power at the ENP.
