Improving the vocational training system in construction enterprises in the Republic of Bulgaria

Abstract: Object of research of the construction enterprises in the Republic of Bulgaria, subject of the processes for development and improvement of the professional training system as a necessary form for increasing the quality and competitiveness of the workforce. The thesis that is supported in the dissertation is that the opportunities for professional training are not sufficiently used by the Bulgarian construction companies, therefore the effective system needs improvement, in order to achieve a better quality, educated, high quality competitive and capable human resource. The purpose of the study is, after clarifying the nature and features of the vocational training system, to examine its condition in the Republic of Bulgaria and in particular in the "Construction" sector, in order to identify the problems facing it in the context of membership in the lower union and of this basis to offer an opportunity for its improvement in the construction enterprises in our country. The goal formulated in this way assumes the fulfillment of the following tasks: First. To study the theory, analyze, re-evaluate and refine the conceptual apparatus of the vocational training system with a view to compliance with modern economic conditions. Second. To develop a scientific argument for the need to evaluate vocational training activities in enterprises and the application of a system of indicators in this regard. Third. On the basis of statistical information, the data from the data survey and the current normative matter, to analyze the system of professional training in the Republic of Bulgaria and to compare its state with other European countries. Fourth. To formulate conclusions and recommendations for the development of the professional training system and to propose a model for improving the training activity. The following scientific and applicable contributions have been achieved on the basis of the carried out research and the application of a number of approaches, methods and analyzes: 1. On the basis of theoretical studies carried out, a critical analysis of the elements of the professional training system was made, the concept of "professional training" was refined and a classification of the factors influencing its development was proposed. 2. A complex of indicators for the analysis of the professional training system has been adapted and improved. A summary indicator for evaluating the level of the vocational training system in the enterprise has been derived. 3. With the help of a questionnaire drawn up by the author, a survey was conducted, the available statistical information was examined and, on this basis, a critical analysis of the vocational training system in the "Construction" sector was presented, revealing the main trends in it. 4. A model has been proposed for the improvement of staff training activities in Bulgarian construction enterprises, based on the process approach. 5. An analysis of the regulations concerning professional education and training in construction was carried out and, on this basis, changes were proposed in the Bulgarian legislation and the internal regulations of the construction enterprises for their improvement. This monograph is based on a defended dissertation work at the UNWE - Sofia at a meeting of the Specialized Scientific Council on Industry and Company Economics at the Higher Attestation Commission on 01.06.2010.
