Abstract: The electricity crisis in California in Januray 2001 has shown, similmar to other U.S. and European crises, that the network-based electricity sector is not only very different to other sectors but in addition crucial for the functioning of the whole economy. Many people blamed liberalization for the problems that arose at the time. This article presents some special features of the electricity sector and analyses the events in California in comparision to the German liberalization process. It is shown that a similar crisis is unlikely to happen in Germany and that liberalization as such is advantageous for consumers, but that in both cases the design and implementation of liberalisation has proved to be inadequate.
