Abstract: During the last decade, a paradigmatic change of German regional policy away from traditional objectives of cohesion has been observed. Federal government introduced interregional contests for public funding to create internationally attractive innovation poles. This request for growth poles also characterizes current debates on changes of policies to support East Germany. The paper presents and discusses critically the theoretical concept and practcal implementation of this policy. Main issues of investigation refer to the relevance of geographical proximity for innovation, the need to support regional networks for generation and diffusion of innovations, the administrative definition of subsidized areas, and the general theoretical justification of these interventions into private investment calculations.
