EU-Regionalpolitik und Osterweiterung: Hoher Reformbedarf - geringe Reformchancen

Hartmut Berg and Björn Gehrmann

Chapter 21 in List Forum Band 30, 2004, vol. 4, pp 318-338 from List Gesellschaft e.V.

Abstract: The 'statistical effect' in EU regional policy after accession of the new member states implies a shift in the relative position of formerly underdeveloped regions towards an average position in the ranking of EU regions, which entails the end of financial assistance from the EU's structural funds for those regions. Resulting political frictions necessiate a reform, which is, owning to the inefficient design of current EU regional policy, overdue already. However, the public choise analysis shows that, in the light of the interests of the political actors involved, chances for a reform are only slim. (Original text only available in german language)
