Abstract: For a long time demographers have forecasted a change from population growth to contraction and Germany is the first country in the world, where this change took place. In the new federal states of Germany the point of inflexion was reached in 1969, whereas in the old federal states it was reached in 1972. After the decline in the birth rate in the seventies, 20 years later, the nineties show a lack of parents. This will again lead to less births and so on. The article deals with the reasons and consequences of demographic developments. To control the negative effects of the demographic development, it is essential to encour-age reforms: the economic and the social system have to be rearranged in order to meet the ageing and contraction of the population. To control the reasons of the demographic development, the population policy should aim at a stationary population, which should contribute to a higher birth rate, as a main influencing factor of demographic developments.
